Tri-State Governance Information
As a cooperative, Tri-State is owned and governed by its membership. The Board of Directors meets monthly and is comprised of a representative from each of the 41 electric distribution member systems. In addition to Tri-State members, and as part of a core value of accountability through transparency, consumers and news media may attend the monthly Board of Director Meetings.

To ensure compliance while also protect critical infrastructure, Consumers and News Media attending the Tri-State Board Meeting must follow specific security protocols, which will include pre-registration and confirmation, and building and room access controls.
- Step 1:Board Meeting Registration and Agenda
- Consumers (Members or Consumers of Tri-State Member Systems) and News Media are asked to complete the Registration form below at least three business days prior to the Board Meeting. Consumers and News Media may attend via phone or in person. Consumers are asked to indicate if they desire to address the Directors. The Board Meeting agenda will be posted at least 10 days before the meeting.
- Step 2: Registration Confirmation
- Upon security verification, Consumers and News Media will receive attendance confirmation from Tri-State.
- Step 3: Board Meeting Attendance
- Location, Parking, and Building Entrance
- Please park in the Visitor Parking Lot and enter the building though the main entrance. Unless otherwise indicated, Board of Director Meetings are held at Tri-State Headquarters in Westminster, Colorado, 1100 W. 116th Avenue, Westminster CO 80234
- Check-In and Security
- To welcome visitors while also protecting critical assets, Tri-State uses security protocols including registration and verification of consumers and news media described in Steps 1 and 2. Consumers and News Media visiting Tri-State will be subject to a security screening. Those attending via phone will receive an email with call information and security credentials prior to the meeting.
- Visitors will be directed to the left of the main entrance lobby desk. All visitors must provide a government-issued ID as proof of identity, and are subject to an airport-style security screening at check-in and upon reentry.
- Upon completion of check-in, a security officer will issue visitor badges which must be worn at all times while in the building. Visitors will have access to the visitor lobby area, a special visitor area in the board room, and the restrooms.
- Attendance Ground Rules
- Recording of the board proceedings is prohibited – whether attendance is in person or via phone.
- Disruptive or unruly behavior will not be tolerated and may result in being escorted from the building or phone line muted.
- No weapons are allowed on Tri-State premises.
