Request for Proposals for Capacity and Energy Supply - 2022

Consistent with the Settlement Agreement resolving Phase I of the 2020 Electric Resource Plan Tri-State filed with the Colorado Public Utilities Commission, Tri-State has released an RFP on May 18, 2022.

Notice of Intent

A Notice of Intent to Submit a Proposal form should be submitted to Tri-State by no later than 5:00 PM MDT, May 31, 2022.

Proposals must be submitted in accordance with the instructions in the RFP by no later than 5:00 PM MDT, September 16, 2022. Tri-State expects to complete its initial bid evaluation screening process in mid October.

Reminders to Bidders

On August 11, the Bidder Response Forms were corrected to address a formatting issue.

On August 9, Tri-State issued a revised set of Bidder Response Forms. The Firm Offer tab was changed to require that any proposal remain open, and not be revocable for one year from the proposal submittal date. The new Forms are included in the RFP Forms .zip file accessed by the link above.

On June 17, Tri-State extended the bid submittal deadline from 7/5/22 to 9/16/22.

In this RFP, no natural gas bids will be advanced to modeling.

Although the RFP states that Tri-State will consider PPA terms between fifteen (15) and twenty-five (25) years, given recent market conditions, Tri-State will also consider shorter PPA terms.

Process for Requesting Public Workpapers

To receive the PUBLIC modeling assumption workpapers, please email SChristensen@lewisroca.com with the subject line: “Tri-State ERP Phase II: Request for Public Workpapers”.

Process for Requesting Highly Confidential Workpapers

To receive the CONFIDENTIAL and HIGHLY CONFIDENTIAL modeling assumption workpapers, please complete and sign the Bidder Highly Confidential Nondisclosure Agreement (NDA) and email the NDA to SChristensen@lewisroca.com with the subject line: “Tri-State ERP Phase II: NDA and Request for CONF/HIGHLY CONF Workpapers”.

 

Q&A
