Request for Proposal: Commercial Business Energy Assessments and Audits

Tri-State Generation and Transmission Association, Inc. is seeking proposals from qualified service providers to conduct energy assessments and audits for businesses in accordance with the United States Department of Agriculture’s (USDA) Rural Energy for America Program (REAP).

The selected vendor(s) will provide energy assessments and audits for eligible businesses across Tri-State’s service territory (Colorado, New Mexico, Wyoming and Nebraska,) delivering actionable recommendations for improving energy performance and securing REAP grant funding.

This RFP will contain questions related to business and technical requirements, client references, company information, pricing, and other ad hoc questions. It is expected that your response includes information on experience working in rural communities, with rural partners, and addressing the unique needs of small businesses.

Tri-State is prepared to contract with one, or multiple entities to ensure accessibility of this program.

The scope of work is expected to run through December 2027.

This RFP will remain open through December 1, 2025 and respondents will be formally evaluated on August 29th, 2025, October 31st, 2025, and on December 15th, 2025.
