The majority of our members strongly support Tri-State and our meaningful actions to be reliable, affordable and responsible. Of this there should be no doubt.</p> <p>After all, our direction is driven by a democratic process in which all of our members have a voice. As is often the cooperative way, our members thoughtfully lead forward, and they deliberately work in the best interest of all those they serve.</p> <p>Don't mistake our members' quiet, steady leadership as complacency. Our members are firm in their resolve and confident in their actions.</p> <p>There is strong support form the utility members of our cooperative for our <a href="/responsible-energy-plan">Responsible Energy Plan</a> and our decision to seek Federal Energy Regulatory Commission (FREC) <a href="/ferc-accepts-tri-state-rate-filings-cooperatives-board-approves-greater-member-contract-flexibility">jurisdiction</a>. For those seeking evidence of our member support, I encourage you read the numerous letters our members sent to the FERC in support of Tri-State's direction.</p> <p class="text-align-center"><a href="/sites/tristategt/files/blog/content-images/Combined%20Member%20Letters%2020200520%5B2%5D%5B1%5D.pdf" target="_blank"><img alt="tri-state-member-letters-for-blog-small.png" height="426" src="/sites/tristategt/files/blog/content-images/Combined%20Member%20Letters%2020200520%5B2%5D%5B1%5D_Page_01.jpg" width="333" /></a></p> <p>We also have received recognition from outside groups like the Rocky Mountain Institute, which recently released a <a href="https://rmi.org/tri-state-chooses-the-low-carbon-path/">case study</a> on the process to develop the Responsible Energy Plan.</p> <p>Two of our utility members, La Plata Electric Association and United Power, see issues differently than the majority of our members. Today, Tri-State announced our Responsible Energy Plan – a look to the future and the transformation we’re undertaking.</p> <p>We’ve always been an association that plans for the future and responds to change. When I think back ten years to my first year as Chairman of the Tri-State Board of Directors, our first renewable energy projects were just becoming operational, and we were completing the purchases of J.M. Shafer Generating Station and the Colowyo Mine – all with a focus on planning for the future. Throughout the decade we’ve seen significant changes, including renewable energy becoming a more affordable option, new players and new dynamics in energy markets, and shifts in public opinion, politics, and consumer attitudes.</p> <p>We’re now at the point where we’re poised to become a new Tri-State. It’s not always easy, as evidenced by last week’s difficult announcements of the retirements of the Colowyo Mine and our Escalante and Craig Generating Stations. But the board has the obligation to all members to develop a comprehensive path forward to not only ensure that we can continue to operate today, but that we can keep providing reliable, affordable and responsible power to our members and communities for many years to come.</p> <p>As a board, we gave Tri-State staff the direction last July to develop a Responsible Energy Plan – something that would comply with all applicable environmental and renewable energy requirements while striving to reduce members’ rates, preserve electricity reliability and affordability, and maintain Tri-State’s financial strength. The plan we unveil today allows us to work toward this goal while at the same time being responsible to our employees, our members, our communities and our environment.</p> <p>We are:</p> <p>• <b>Reducing emissions</b> – by eliminating 100% of our emissions from our New Mexico coal facilities by the end of 2020 and from our Colorado coal facilities by 2030.</p> <p>• <b>Increasing clean energy</b> – bringing 1 gigawatt of wind and solar resources online by 2024 so 50% of the energy our cooperative uses comes from renewables.</p> <p>• <b>Increasing member flexibility</b> – by actively pursuing member contract flexibility and options for members to develop more local renewable generation.</p> <p>• <b>Extending the benefits of a clean grid</b> – by expanding programs to help consumers save money and energy while cutting emissions.</p> <p>• <b>Committing to community and employees </b>– with a focus on support during this time of transition.</p> <p>• <b>Looking forward to a brighter future</b> – striving to reduce rates and find even more opportunities where partnership benefits us all.</p> <p>I invite you to read more about the <a href="/responsibleenergyplan" target="_blank">details of our plan</a> and the big changes ahead. The bylaw amendment allows the board to consider alternative types of membership and contracts with the association. The board of directors has tasked the committee to evaluate and recommend alternative membership classes and contract options that will better meet our members’ – and potential future members’ – evolving needs for more flexibility.</p> <p>Scott Wolfe, Tri-State Board Vice Chairman, will chair the committee, which is composed of a representative from every member system and across the roles of Tri-State board members, member system CEOs and member system board members. This structure ensures every member system has the opportunity to engage in the process and participate in developing recommendations that will best serve the membership.</p> <p>The association’s contract is central to the way our members relate to one another within our association. The promises in the contract outline the responsibilities our members have to each other, and that Tri-State has to them. As a member-governed association, decisions to change the contract rest solely with our membership.</p> <p>Our contract makes it possible for us, as an association, to bring electricity to members from Powell, Wyoming, down to Deming, New Mexico, from Cortez, Colorado, over to Grant, Nebraska, and the 200,000 square miles in between. It provides the security we and our lenders need to make long-term, capital-intensive investments in our transmission and generation infrastructure.</p> <p>Our member systems will review the promises they have made to each other, and what they need from each other and from Tri-State going forward. It’s because electricity is so essential to our daily lives that many people have passionate views about how it should be provided and how much it should cost. And lately we’re seeing these perspectives discussed more and more frequently in public forums and the media.</p> <p>Personally, I welcome these discussions, as each one is an opportunity for us to look at the full picture of what it means to generate, transmit and distribute the power our communities need. And the public deserves that full picture—including the inherent challenges, opportunities and the way we look at planning for the future.</p> <p>One area of continued opportunity is the strong growth in Tri-State’s renewable resources. Nearly a third of the electricity consumed in our association comes from renewable resources.</p> <p>Farmers and ranchers are close to our heart, and are well represented among Tri-State’s board of directors as well as our member systems’ boards of directors. We work regularly with the agricultural community to promote energy efficiency and the ways they can make the best use of the portion of their budget that goes toward powering their operations. We see the connection clearly—electricity costs are a significant budget item for farmers, and lower costs to operate a farm or ranch make for successful operations and a stronger agricultural economy.</p> <p>I recently took the opportunity to respond to Dale McCall of the Rocky Mountain Farmers Union, who emphasized the importance of affordable energy in a letter to the editor published in the <em>Greeley Tribune</em>. And this week we’re looking forward to gathering with representatives from our 43 Tri-State member systems for our 2019 Annual Meeting and Membership Meeting to further that teamwork.</p> <p>Focusing on our core purpose of providing reliable, affordable electricity, it’s meetings like these that give us a chance to look at the challenges and opportunities facing our industry, our association and our ability to effectively deliver on that mission. </p> <p>We are member-owned and governed, and our decisions are made by our democratically elected board of directors. At this year’s meeting, a proposed change of our bylaws will be considered by our members by their appointed delegates. </p> <p>It’s a complex business and a diverse membership, but I’m always impressed with the progress we make when we have the conversations, debates, collaboration and ultimately bring all our voices together to choose our path forward.</p> <p>Consider renewable energy and energy efficiency—in 2018, nearly a third of the energy consumed within our association came from renewables, and we provided our members with record energy efficiency rebates<br /> Throughout last year, our transmission system, our coal and natural gas plants, and our energy management functions ensured we kept the lights on. We remained financially strong, with a $30 million capital credit refund to our members and no rate increase in 2019. </p> <p>As we move though our meetings this week, we’ll be saying goodbye to retiring CEO Mike McInnes and welcoming <a href="/tri-state-announces-duane-highley-next-chief-executive-officer">Duane Highley</a> to our cooperative family.</p> <p>Thank you to all who will join us this week.
